Allahabad High Court seeks UP govt, UPPSC replies on plea against PCS preliminary results

Lucknow: The Allahabad High Court has sought responses from the Uttar Pradesh government and the Uttar Pradesh Public Service Commission (UPPSC) on a petition challenging the results of the PCS (Combined State/Upper Subordinate Services) Preliminary Examination, 2025 and the Assistant Conservator of Forests Preliminary Examination.

In an order dated December 19, a single bench of Justice Manish Mathur granted three weeks to the state government and the UPPSC to file their replies and listed the matter for further hearing on January 22, 2026.

The court was hearing a writ petition filed by Manish Kumar along with three other candidates. The petitioners contended that they appeared for the PCS preliminary examination under the Other Backward Classes (OBC) category and had secured marks higher than the general category cut-off.

According to the plea, the Reservation Act and Migration Rules provide that candidates from reserved categories who score equal to or above the general category cut-off, without availing any relaxations or concessions, are entitled to be treated as general category candidates. The petitioners alleged that despite fulfilling these conditions, they were not extended the benefit of migration and were consequently barred from appearing in the main examination.

After hearing the submissions, the high court directed the Uttar Pradesh government and the UPPSC to file counter-affidavits within three weeks.
