The public management institute was announced in 2014 by Ministry of Human Resource Development (MHRD) and was established in 2015, with the first batch starting in 2015. The Government of Odisha has allotted 237 acres of land for the construction of its permanent campus at Basantpur. In 2018, the Government of India proposed a budget of Rs 400 crore for the construction of the permanent campus, which is expected to be ready by 2022.
